Charles Dickens often-quoted phrase is applicable to the decision whether to start a bank today. Now may very well be the best time to charter a bank. In contrast, in many respects, when the economy is at the peak of prosperity may be the absolute worst time to charter a bank. Yet, during the peak of prosperity is when most banks are chartered. I have discussed below this economic paradox. I have also discussed below some of the criteria that point to success for newly chartered banks.
